polysterene is good for snow. Maybe that fake sprayin stuff. Maybe scrunched up white tissue paper, theres lots for this kind of thing.

well ive been thinking about your question and ive not made one myself so i dont really know, i guess you could make it out of paper mache and paint it white, i suppose clear plastic cut out would look like ice and of coarse cotton wool looks like snow,
or this time of year you can buy cans of spray snow, and you can also buy icicles to hang on your tree, that would be easier ;)
